The incident occurred at an independent shop in Weymouth, Dorset, where the woman, dressed in a very short green mini-dress, appeared to intentionally bend down to the lower shelves, exposing her bare bottom and distracting employees. Shop owner Ian Lambert, 62, described the surreal experience and the calculated maneuver that led to a substantial theft.
Deliberate Distraction Leads to Major Loss
Lambert admitted that the thief’s tactic initially worked—because he was so concerned about maintaining professionalism, he instinctively looked away. “Every time she bent over to look at something on the bottom shelves, her dress would ride up,” he said. “I didn’t want to be seen looking at her, as I would be the one branded a pervert.”
However, when Lambert later reviewed the CCTV footage, the full extent of the deception became clear. “We now know that every time she bent over, she was filling her bag with rings, necklaces, and commemorative coins,” he said. “On her way out she even had the cheek to thank staff and apologize for not buying anything.”
Independent Sellers Bear the Brunt
The stolen items were part of a collection belonging to various individual sellers who had entrusted their goods to the shop. This has compounded the emotional and financial impact of the theft.
“It’s not us she stole from. It’s normal people trying to make an honest living,” Lambert emphasized. “You could say that it was a fantastic idea by her to distract staff in that way, but you just have to have the nerve to do it.”
Flyer Campaign to Identify Suspect

Determined to raise awareness and warn other local businesses, Lambert distributed dozens of flyers around the town featuring the thief’s image in hopes someone would recognize her. However, many of the flyers were mysteriously taken down.
“I guess people want to protect her identity,” he said. “We really have a shoplifting epidemic in this country, and there are no consequences for the people that do it. If shop owners try and stop it, they are the ones who get in trouble.”
Lambert did not report the theft to Dorset Police, citing past experiences where law enforcement failed to provide adequate support.
Shoplifting in the UK Hits Record High
This incident comes amid a broader surge in retail crime across England and Wales. According to figures released in April by the Office for National Statistics (ONS), the number of recorded shoplifting offences surpassed 500,000 in a single year for the first time. A staggering 516,971 offences were logged in 2024—an increase of 20% from 429,873 the year before.
This marks the highest level since police records began in 2003, indicating a sharp rise in retail theft since the COVID-19 pandemic. The ONS noted that many shopkeepers no longer report these crimes due to a perceived lack of response or action from authorities.
Retailers Feel Abandoned
A recent survey conducted by the British Independent Retailers Association (Bira) revealed that four out of five retailers have been targeted by theft in the past year. Bira’s Chief Executive, Andrew Goodacre, described the situation as “a deeply troubling milestone.”
“The impact on independent retailers is awful,” Goodacre said. “The stock they are losing represents a loss of their savings, as well as a loss of profits. As one retailer said to us recently: ‘It is like being burgled every week, and nobody should have to put up with that’.”
Government Set to Reform Sentencing Laws
In response to rising concerns about overcrowded prisons and low-level crime, the UK government is preparing to overhaul its sentencing guidelines. A report by former Conservative Justice Secretary David Gauke, expected to shape the upcoming Sentencing Bill, may recommend scrapping most prison sentences of up to a year.
Under the proposed reforms, crimes like shoplifting and low-level assault could result in community service or suspended sentences rather than jail time. While the government argues this will ease pressure on prisons, many MPs and retailers fear it could trigger a crime wave, as criminals become emboldened by the lack of serious consequences.

For shop owners like Ian Lambert, the combination of ineffective policing, soft sentencing, and increasingly bold criminal behavior leaves them feeling helpless. “You try to run a small business honestly, support your community, and what do you get? People stealing from you and no one willing to do anything about it,” he lamented.
Although Lambert has chosen not to pursue the matter with police, the viral spread of the CCTV footage has helped draw attention to the growing problem. The incident has sparked debates on social media and among business owners, who are demanding stronger protection and a rethinking of retail security policies.
